The activities of the Fondazione ENI Enrico Mattei cover a broad spectrum of research topics, ranging from economics to engineering, from environmen tal management at the industry or regional level to basic mathematical model ling research. It is the combination of the activities on these last two topics that led the Fondazione to organise, with the University of Geneva, a work shop where operation research tools were designed with the aim to provide national and local policy makers with appropriate analytical and policy instru ments for environmental management. In the recent past, attention has often been devoted to global environmen tal issues in which the level of policy making is either international, through multi-country agreements on emission control, or national, when environ mental policies are designed to control domestic pollution. Many environ mental problems, however, have a local or regional dimension. Even when their dimension is global, e. g. in the case of the greenhouse gas effect, relevant decisions on emission control, such as the adoption of energy saving utilities, are taken at the local level. In many countries, the current legislation imposes the local authorities to prepare plans and adopt measures to control energy consumption or to reduce waste of natural resources. It is therefore important to analyze the way in which local or regional authorities optimise their environmental management.

This volume of the series Advances in Risk Analysis consists of papers presented at the 1988 Annual Meeting of the Society for Risk Analysis, which was held October 30 through November 2 at the Mayflower Hotel in Washington, DC. The papers span the gamut of the increasing number of risk assessment topics addressed by the Society since it held its fIrst annual meeting in June 1981, also in Washington DC. Organized to promote interdisciplinary analyses, the Society approaches risks from three broad perspectives: (1) the impact of various risks on the health of the world's populations and on the environment; (2) the social and political implications of specifIc risks, and (3) the management and reduction of risks through the development of a risk analysis methodology and corresponding data bases. The papers included in this volume typify these three approaches and illustrate their interdependence. For example, both cancer and noncancer health risks are examined for a variety of situations that exist within society. The public's perception of risks and the correlation between that perception and the acceptance or nonacceptance of certain risks is also addressed. Often, when the results are translated into verbal language, or when they are applied empirically, disappointingly little of interest remains. The book wants to show that another type of economics exists which is surprisingly little known. This type of economics has its own particular point of view. It centres on a concept of man, or a model of human behaviour, which differs from those normally used in other social sciences such as sociology, political science, law, or psychology. I do not, however, claim that economics is the only legitimate social science. Monterrey is Mexico’s second most important industrial city, emerging in this era of free trade as a cornerstone of Mexico’s economic development. But development has been uneven and has taken a toll: As recently as the early 1980s, nearly a quarter of the city’s almost three million inhabitants did not have running water in their homes. At the same time, heavy industry - especially steel, iron, chemical, and paper works - were major users of water in their production processes. Extensive industrialization coupled with a lack of infrastructure development astonishing in a major industrial city raises serious questions about the process of planning urban services in Mexico. Bennett uses the water crisis of the 1980s as a lens through which to reveal this planning process and the provision of public services in Monterrey. She finds three groups who were central to the evolution of the city’s water system: federal and state government leaders, the regional private sector elite (the Grupo Monterrey), and women living in the low-income neighborhoods of the city. Bennett unravels the politics of water in Monterrey by following three threads of inquiry. First, she examines the water services themselves - what was built, when, why, and who paid for them. She then reveals the response of poor women to the water crisis, analyzing who participated in protests, the strategies they used, and how the government responded. And, finally, she considers the dynamics of planning water services for the private sector and the government in investment and management. In the end, Monterrey’s water services improved because power relations shifted and because poor women in Monterrey used protests to make national news out of the city’s water crisis. The Politics of Water makes a significant contribution to the emerging scholarship on regional politics in Mexico and to a deeper understanding of the Monterrey region in particular. Until recently, most scholarly writing on Mexico spoke of the national political system as a monolithic whole. Scholars such as Vivienne Bennett are now recognizing the power of local citizens and the significant differences among regions when it comes to politics, policy making, and governmental investment decisions.
