Melbourne grew during the 19th century from its fledgling roots into a global metropolitan centre, and was home to many people from a range of social and cultural backgrounds. The Martin family arrived in Melbourne in 1839 and soon established themselves at the genteel Viewbank estate near Heidelberg. They were typical of the early, middle-class immigrants to Melbourne who brought their gentility and privilege with them to the colony. The Martins spent many years at Viewbank, and the physical remains they left behind provide a valuable case study for examining class negotiation in the colony through historical archaeology. In this important study, material culture is used to understand the unique way in which the Martin family used gentility to establish and maintain their class position.

It would be easy to assume that, in the eighteenth century, slavery and the culture of taste--the world of politeness, manners, and aesthetics--existed as separate and unequal domains, unrelated in the spheres of social life. But to the contrary, Slavery and the Culture of Taste demonstrates that these two areas of modernity were surprisingly entwined. Ranging across Britain, the antebellum South, and the West Indies, and examining vast archives, including portraits, period paintings, personal narratives, and diaries, Simon Gikandi illustrates how the violence and ugliness of enslavement actually shaped theories of taste, notions of beauty, and practices of high culture, and how slavery's impurity informed and haunted the rarified customs of the time. Gikandi focuses on the ways that the enslavement of Africans and the profits derived from this exploitation enabled the moment of taste in European--mainly British--life, leading to a transformation of bourgeois ideas regarding freedom and selfhood. He explores how these connections played out in the immense fortunes made in the West Indies sugar colonies, supporting the lavish lives of English barons and altering the ideals that defined middle-class subjects. Discussing how the ownership of slaves turned the American planter class into a new aristocracy, Gikandi engages with the slaves' own response to the strange interplay of modern notions of freedom and the realities of bondage, and he emphasizes the aesthetic and cultural processes developed by slaves to create spaces of freedom outside the regimen of enforced labor and truncated leisure. Through a close look at the eighteenth century's many remarkable documents and artworks, Slavery and the Culture of Taste sets forth the tensions and contradictions entangling a brutal practice and the distinctions of civility.

It is generally agreed that food, clothing and shelter are the three basic material needs of all people. A simple test for the successfulness of any economic system may therefore be the extent to which it succeeds in providing the population with these commodities. One would conjecture that in the countries that are generally considered as highly developed there would be no problems at all with their availability. And although this conjecture is to a large extent, confirmed by the evidence, it is nevertheless surprising that in western economies with the high per capita incomes housing is still an important object for public concern. Food and clothing are abundantly available in these countries, but the provision of housing is often an object of serious policy concern. To mention one striking example : in the Netherlands there still exist official figures that mention housing shortages of ten thousends of dwellings. This state of affairs is not mentioned here to motivate an exaggerated view on housing problems in Western countries. The situation in the Netherlands and comparable countries is indeed much better than that in underdeveloped countries and a comparison with developing countries would presumably show figures which are comparable to those for food or clothing. The point I want to make is that even in highly developed market economies where the availability of food and clothing is quite satisfactory, the availability of dwellings often is not.

The Lamothes were an ordinary family in eighteenth-century Bordeaux. Well-to-do and well respected by their neighbors, they were local notables whose private and public lives suggest the importance of family, kin, and friendship networks, professional activities and cultural interests, as well as a desire to serve the public good. In this portrait of the Lamothes, Christine Adams explores the development of middle-class identity among urban professionals and reconsiders the role of this social group in the coming French Revolution. The most striking feature of this family history is that it is based on more than three hundred personal letters that circulated among the Lamothes&—parents and seven siblings&—over a period of twenty-five years. Such a collection is rare for this period, and Adams makes the most of it. Her study lends remarkable texture to provincial middle-class life. She weaves these letters into every aspect of the Lamothes' experience&—professional, literary, intellectual, social, and civic. She demonstrates a sustained mobilization of all family skills and resources to maintain the status of the males of the family and preserve (rather than risk) the family's emotional and material stability. While their conservative lifestyle suggests that the Lamothes were not &"revolutionary,&" they were, nonetheless, part of the bourgeoisie. Adams thus taps into a potent debate about middle-class consciousness and identity in the eighteenth century, arguing against those historians who doubt that such a social class existed in France before 1789.

In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.
