David Stockman, Ronald Reagan's budget director, proclaimed the Small Business Administration a "billion-dollar waste -- a rathole," and set out to abolish the agency. His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals -- the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public -- and Congress -- favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

Lord Keynes had returned from Washington to defend the Fund and the Bank, of which he and Harry White were the principal authors, as well as to justify an American loan to Britain - following President Harry S. Truman's abrupt postwar decision to terminate all land-lease assistance to its wartime allies, an event which induced the Conservative MP Robert Boothby, to declare: 'This is our economic Munich'. Today, fifty years later, virtually all the governments of the world have become members, and the capital subscriptions have increased many fold. But questions have arisen. Perhaps the Fund and the Bank should be merged. Some argue that fifty years are enough, at least for the Bank. Others believe that, while expansion should continue, the emphasis should be redirected toward the alleviation of poverty in Africa and southern Asia. This is an account of the historic events of the interwar years and after. It is also a story about the liberal philosophies of the political economists, primarily British and American, who produced two of the great international institutions of our time.

Viet Nam has seen consistent rapid economic growth and impressive declines in poverty since it initiated its Doi Moi economic reforms in the late 1980s. Viet Nam has taken a selective, step-by-step approach to reform—an approach often criticised by proponents of the Washington Consensus. That this approach has been so successful has come as something of a surprise to much of the international community. Analysing closely aspects of Viet Nam’s reform process, enterprise development, income growth and poverty alleviation, Viet Nam: a transition tiger? argues that Viet Nam’s remarkable development is not readily explained by the more orthodox versions of the Washington Consensus. Successful policy is not built on mechanistic replication of some general reform blueprint, but on responding pragmatically to specific national circumstances. Government policy has had an impact on economic performance but economic experience has also guided the formulation of economic policy. Faced with increasingly complex economic conditions, Vietnamese policymakers will need to rely more than ever on their flexibility and pragmatism if Viet Nam’s remarkable economic performance is to be sustained.

‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

Policies to Support the Development of Indonesia’s Manufacturing Sector during 2020–2024 by N.A Book Resume:

Indonesia's gross domestic product growth rate declined significantly after the Asian financial crisis (AFC) of 1997–1998. The country's potential and balance-of-payments growth rates are only about 5.5% and 3%, respectively. One important reason is that the country's industrialization pace declined after the AFC. Today, Indonesia is still exporting many unprocessed natural resources and simple manufactures (not complex products) with a low income elasticity of demand. This report analyzes how Indonesia's manufacturing sector could diversify and upgrade during 2020–2024 and beyond. This is essential if Indonesia is to attain upper middle-income status as soon as possible. Policy makers and the private sector need to collaborate to identify the coordination failures that hamper the discovery of those products that Indonesia could successfully produce and export. These must be complex products with a high income elasticity of demand. The report proposes a number of policies to expedite this process.
